Shelter-in-place warnings have been issued, ordering people to stay indoors to protect their respiratory health.  Here are some things to note about this situation:  The refinery is the city’s largest employer.  Richmond is a primarily POC community.  The poverty rate is double that in the rest of the state.  The rate of childhood asthma is twice that of neighbouring communities.
